Poll Methodology

1. Target Audience & Eligibility

Eikhoigi Hak (ঐখোয়গী হক) is open to all residents of Manipur aged 18 and above. Participants must register using a unique mobile number which is validated through a 6-digit One-Time Password (OTP) system. Each citizen is requested to select their Assembly Constituency and District upon registration to access localized feedback and polls.

2. Voting Integrity & Fraud Mitigation

To prevent poll manipulation, we implement multiple layers of security:

• One Vote Per Poll: Each verified user account can vote exactly once in any given poll. Our database enforces a unique constraint on the user ID and poll ID combination.
• No IP Restrictiveness: We do not block voting based solely on IP addresses, acknowledging that multiple family members or community centers may utilize a single Wi-Fi router. Instead, unique session IDs, device tokens, and verified mobile numbers serve as identity verification.
• Audit Logs: Voting events log IP addresses and user agents to flag bot patterns. Admins review and filter suspicious activity logs daily.

3. Constituency Development Score (CDS)

The **Constituency Development Score** is a platform-generated average rating out of 10.0. Citizens rate their constituency across 8 indicators (Roads, Electricity, Water, Healthcare, Education, Employment, Government Services, and Overall Development) on a 1-5 star scale. The ratings are aggregated, averaged, and then scaled by 2 (e.g. an average rating of 3.5 stars translates to a CDS of 7.0/10).

4. Limitations and Sample Bias

Because Eikhoigi Hak (ঐখোয়গী হক) is an online platform, poll results are subject to internet accessibility biases and represent responses only from users registered on the platform. They should never be interpreted as scientific forecasts of election results, ECI predictions, or actual elector preferences.
